The Burns model is interesting as it firstly elevates values as intrinsic to leadership and then implies a Darwinian model of leadership development with a highest form emerging - a bit like communism was seen by its proponents as the fulfilment of human history.
The linking of behaviour theory with leadership theory is perhaps more profitable. Humans as creative social beings create culture, context and setting for leaders to emerge. Leadership might simply be seen as a reflection of cultural norms with high social performers emerging as leaders.
